WHO WE ARE.
Community Action for Human Security (CAHSec) is a civil society organization that was
formed on the 25 th of March 2007.
Community Action for Human Security (CAHSec) is one of the leading civil society organization in
Sierra Leone when it comes to the protection and promotion of human rights, advocating for the sustainable
good governance practices for the development of Sierra Leone. CAHSec over the years has been
actively engages with local communities to address issues related to but not limited to
PROTECTION, EDUCATION and LIVELIHOOD where land governance and responsible
largescale agricultural investments find itself. CAHSec over the years led the popularization of the UNGP
on Business and Human Rights in Bombali, Tonkolili and Moyamba District. CAHSec is also the lead advocate
in the District in terms of GBV with key focus on SGBV and FGM to ensure that women and girls enjoy their
dignity and respect for their fundamental human rights.
However, CAHSec has led many policy discussions that focuses on Human Rights, Governance and
livelihood in its operational districts to foster sustainable development.
WHAT WE DO
Community Action for Human Security (CAHSec) focuses on promoting human rights, good
governance, and sustainable livelihood development in Bombali, Tonkolili, Port Loko and
Moyamba District. Here are our key intervention areas:
However, CAHSec also have been working on crosscutting issues that ties our operations at all
levels starting with:
1. Human Rights Promotion and protection.
• Promotes and protect fundamental human rights.
• Collaborate and coordinate in the enhancement of the rights based approach of human
rights.
• Engages with key stakeholders in advocacy for policy development and legal reforms.
• Facilitate WPS issues in the district to strengthen women’s decision-making and to play lead
role in the development of society.
• Support victims/survivors of GBV at all times (police, hospital and courts).
• Supports marginalized communities and individuals in accessing justice.
• Amplify the voice of Women, youth and children in Sierra Leone.
2. Good Governance, Transparency & Accountability
• Promotes transparency, accountability, and democratic good governance.
• Facilitate policy dialogues, policy formulation and policy awareness campaigns on
governance and sustainable development.
• Trains CBOs, Women’s group, youth and PWDs on advocacy, conflict prevention, resource
mobilization and management, leadership and decision-making exercises.
• Supports the setting up of the village land committee, chiefdom land committee, District land committees
and National land committees in conformity to the Land commission Act 2022.
3. Women & Youth Empowerment
• Advocates for gender equality and women’s participation in decision-making processes at all
levels.
• Encourages youth and women to actively participate in decision-making processes.
• Supports education and skills development programs which is CAHSec second thematic focus.
4. Land Governance & Environmental Protection.
• Advocates for responsible land investments, sustainable land management and
resource utilization.
• Engages government and communities on climate change and justice in the
context of sustainable development.
• Engages with local communities on land rights, tenure security, and governance
policies.
• Implements the Land for Life Initiative to ensure fair land distribution and usage.
5. Community Development & Empowerment
• Engages in livelihood and capacity-building programs for local communities.
• Supports women, youth, and vulnerable groups in economic empowerment
initiatives.
• Provides trainings on Good governance, human rights and climate change justice awareness in all
our operational communities.
• Establish VSLA groups and trains members on community banking systems to improve
women’s economic status.
• In partnership with partners like SiLNoRF, CAHSec constructed Hand dug well, Dry floor and
supported farmers in the three chiefdoms (Bombali Shebora, Makerie and Mara chiefdoms) to
bust their livelihood status in the community.
• Established 37 FBOs who has just been transformed to corporative within the three chiefdoms.
6. Conflict Resolution & Peacebuilding.
• CAHSec establish the Alternative Dispute Resolution (ADR) unit to resolve civil matters
that has the tendency to separate families or cause GBV.
• Establish GRM structures in all our operational communities to address minor conflict
and do referrals for speedy resolution.
• Works to prevent and mediate conflicts related to land, governance, and human rights.
• Promotes peaceful coexistence through community dialogues.
• Support the WPS agenda in collaboration with the ministry of Social Welfare and UN
agencies to address women peace and security challenges.
FOUNDER
Community Action for Human Security (CAHSec) was Founded by Osman Koroma, Abass J.
Kamara Late Mr. Minkailu Kamara, Hon. Catherine Zainab Tarawalie, Mrs. Amos Kargbo and
other who have served the organization for many years.
TEAM MEMBERS
Community Action for Human Security (CAHSec) is led by a passionate, selfless and committed
team, with an outstanding record in promoting human rights, good governance and sustainable
development. The following are the team members:

PARTNERS
Community Action for Human Security (CAHSec) collaborates with various organizations to
advance peacebuilding, Good governance, human rights and sustainable development in Sierra
Leone. These partners include but not limited to:
• Sierra Leone Network on the Right to Food-SiLNoRF: a coalition of civil society
organizations and CBOs that was established in 2008, dedicated to promoting the
right to food and responsible land tenure governance in Sierra Leone.
• Women Peace and Security (WPS): is headed by a consortium of UN Women,
UNDP and World Vision to promote the WPS agenda and support the
implementation of the Sierra Leone third Generational Action plan for the
implementation of the united Nations security council Resolution 1325 and the
instruments 2024-2029.
• Human Rights Commission Sierra Leone: is a government institution
established by an act of parliament in 2004 to look in to human Rights abuses
and violations and advise the government on human rights issues.
• District Multi-stakeholders platform (DMSP) is a consortium of CBOs, CSOs
and MDAs that are working on land governance and human rights. This team is
working closely with the National Land Commission at district level.
• NAMATI: is a non-governmental organization strongly working on land
governance especially working on community land administration. NAMATI has
been supporting government in the formation of land policies, community land
recovery, documentation, community land survey, land litigation, community
awareness raising on the land laws and support mining agreements between
companies and communities on behalf of government.
• Network Movement for Justice & Development (NMJD) is a Sierra Leonean non-
governmental organization (NGO) dedicated to promoting human rights, good
governance, and sustainable development across the
Country. Established in the aftermath of the civil war, NMJD focuses on
empowering communities and advocating for policies that uphold justice and equitable
development. NMJD partner with CAHSec in the implementation of the UNGP in
Business and human rights in Moyamba District.
• The Bombali District Human Rights Committee (BDHRC) is the biggest civil
society consortium of CSO, CBOs, Movements and media practitioners in the
District. This body was established in 2002 with the aim to consolidate peace after
the eleven years civil war. BDHRC took part on several discussions during the peace
process, doing interpretation for peacekeepers, explaining key incidences and in the
putting down of the TRC recommendations as a report. BDHRC has challenged
several human rights abuses and violations taking in to account of the death of 6
young men as a result of generator relocation in 2020 and the August 10 th 2023
protest for the high cost of living that lead to the death of young people including
security personnel.
OPERATIONAL DISTRICTS
Community Action for Human Security (CAHSec) operates mainly in Bombali District,
Tonkolili, Port Loko and Moyamba and support cases of GBV coming from other Districts such
as Karena, Koinadugu and Falaba. CAHSec head office is located at 95 Azzolini Highway,
Makeni.
MEMBER ORGANIZATIONS.
Community Action for Human Security (CAHSec) collaborates with all the partner organizations
identified above that are working on key thematic focus that aligns with what CAHSec stands for.
SUCCESS STORIES.
Community Action for Human Security (CAHSec) has made significant strides in the fight
agenda GBV, promoting human rights, good governance and sustainable development in
Sierra Leone. Notable achievements include:
1. Access to Justice: CAHSec has been in the fight against GBV/SGBV since its establishment
in 2007. CAHSec has been the lead advocate for gender base violence and secured several
convictions in Both the Magistrate and High court. CAHSec has being monitoring police FSU,
Rainbo(Hospital) and the courts. CAHSec has succeed in raising awareness on SGBV, FGM/C
and other abuses and violations in all our operational districts. However, in 2017 CAHSec with
support from UNDP supported the conviction of 37 SGBV perpetrators which is a ground
breaking record in the fight against SGBV in the country.
2. Community Engagement on Land Rights and climate change: CAHSec has actively
engaged local communities in discussions about land governance and responsible agricultural
investments. Climate change is one of the most talked about global treat that has turned the attention of
global investors in order to address global warming, and facilitate the conversation around carbon credit in
Africa.
3. The establishment of the GRM committees in all our operational chiefdoms: These
structures serves as an intermediary between the companies and the communities to
ensure that grievances are addressed without protest. The chiefdom multi-stakeholders
platform is the umbrella body wherein we have a subset that are assigned based on their
experience to look into conflict and speedily intervenes before it escalated into riot.
4. Chiefdom Development Plan: With support from UNDP, CAHSec developed the
first two chiefdom development plans for Simiria and Dansongoia chiefdoms. CAHSec is
fully aware that there is a district development plan but not all the chiefdoms in the
district has mining companies but resources coming to the council are used generally to
service activities of the district. So the objective is to see that resources coming from
those mining chiefdoms will not just used for the entire chiefdom but have a major
benefit on those who are directly affected by the operations of the companies. However,
in October 2023, CAHSec launched the two chiefdom development plans that captures
the priority needs of the people within the chiefdoms after going through the need
assessment process. Now CAHSec can proudly say that the people of these two
chiefdoms know what they want and have a proper knowledge of what their priority
needs are.
5. Women’s Empowerment: Women played a significant role in end the eleven years
civil war but their effort is little or not recognized at all. Government has enacted laws but
yet their impact in economic development is minimal, for that reason CAHSec has
started establishing the VSLAs within our operational communities so that women will
save their monies and begin to contribute immensely to the development of the home,
community and their chiefdoms in order to be part of the decision making bodies of
every chiefdom. CAHSec is also training women as advocate and they can take up
development projects as women and finance those projects.
REPORTS AND PUBLICATIONS.
CAHSec has done several reports for both donors and for international consumption. CAHSec has
published it annual crime statistics over the years to inform the public on the dangers of GBV and
how it can affect education, livelihood, and sustainable development.
